SMS OTP flow inventory

Checklist items

1. List every flow that sends an SMS, voice or email code: sign-in, step-up, recovery, new payee, contact-detail change, device enrollment.
2. Record channel, monthly volume and the owning team for each flow.
3. Record what happens when the code fails, including every fallback path.
4. Mark account recovery, new-payee setup and contact-detail changes as first priority.
5. Note which flows already offer a non-SMS alternative, and on which platforms.
6. Date the inventory and name an owner for keeping it current.
